本部自2022年8月27日成立，主要任務為促進全國通訊、資訊、資通安全、網路與傳播等數位產業發展、統籌數位治理與數位基礎建設及協助公私部門數位轉型等相關業務。 本部核心理念是運用數位工具來提升「全民數位韌性」，確保我國在任何時候遭受到不利的影響，不僅可以快速恢復，並透過完善機制即時應變，甚至從被攻擊的經驗中學習、強化自身體質。 本部從社會共融、產業發展、突發應變等三大面向切入，連結「公民」與「技術」、提升「產業」及「安全」，幫助全民更順利進行數位轉型。重點工作如下：

一、社會韌性方面 (一)推出「政府短碼簡訊、短網址」服務

為提升政府簡訊識別度，避免有心人士偽冒政府簡訊詐騙民眾的風險，本部規劃及推動政府短碼簡訊平台、政府專用短網址服務(https://gov.tw/開頭)，以利民眾識別，好宣傳、防詐騙，提升服務效益。

(二)促進社會共榮發展

1. 建構數位公共建設—持續與各部會合作，打造省力安心的公共程式。
2. 推行數位轉型輔導，協助各行各業數位轉型。
3. 持續招攬全球數位人才—推行「數位領域就業金卡」，吸引國際數位人才來台交流、工作或創業。
4. 推動具有社會價值的公益創新服務找出永續經營模式。

二、產業韌性方面 (一)部署新世代通訊架構 1. 開放6GHz頻段供WiFi-6E使用，提升國人對於創新科技體驗並且促進相關產業發展。 2. 開創5G專網新紀元擴大專網創新應用，透過與公協會共同組成5G垂直產業應用推動小組，加速5G專頻專網創新應用落地營運。

(二)防詐與隱私強化 1. 強化電商業者資安防護及個人資料管理，同時鼓勵電商業者導入物流隱碼技術，降低個資外洩的機會與影響。推行新興隱私強化技術，訂定應用指引並輔導機關導入，建構公眾信任。 2. 持續推動政府機關內的個人化資料，回歸民眾自主運用。

三、應變韌性方面 (一)強化韌性國家資通訊基礎建設 1. 建構多元異質三維通訊網絡，確保我國遇到重大災難或軍事侵略時，可借助其他通訊方式供政府指揮體系使用。 2. 精進通傳領域關鍵基礎設施防護及應變，強化公眾電信網路設置者及通傳領域關鍵基礎設施提供者之資安防護作為。

(二)完善資安防禦機制 1. 積極參與國際網際網路標準制定及強化身分識別標準接軌國際。 2. 參與全球AI治理討論，凝聚民眾對於人工智慧需求與風險的共識。 3. 強化產業資安，發展資安產業。 4. 強化政府資料傳輸安全，實現雲端零信任架構。 5. 持續精進全國資安聯防，提升整體資安韌性。

Our university is recognized as an application-oriented research-type international university. In line with this university axis, our department's development goal is to educate high-tech personnel and supply delicate application technology. With this, our department will play a role of connecting basic technology and industrial application. As part of our government's technology policy and the internationalization of education, we will continue to emphasize practical application in our department. With a “combination of theory and application” and “balance on IQ and EQ,” electronic specialists with “international view and creation capability” will be trained in our department. These engineers will be able to design, manufacture, maintain, and test the systems and elements in electronics, information communication, and photo-electronics. With the “professional topics for undergraduate students,” “cooperation projects from the industry,” and “the enforcement of the manufacturing ability of students,” our professors will help the industry to develop their required technologies. We will be able to boost the energy of our research ability, develop our specialization, and lift our industry's global competitiveness through cooperation with neighboring educational and research institutions.

(The) Open Culture Foundation is a non-profit organization. Through promoting open technology and cross-field collaboration, we continue to connect tech communities and other public and private entities in Taiwan. By doing so, we work to promote open co-creation and protect digital rights, and thereby support a more transparent and inclusive digital civil society. Since 2014, we have functioned as a legal entity and supported over 30 open technology communities in Taiwan. Throughout this process, we have not only continued to promote the idea of open technology, we have also become involved in policy advocacy and spoken up for the public's digital rights. Through this process, we have created a base for the development of open technology in Taiwan. None of these successes are the result of OCF alone. Rather, they are the result of several open tech communities, individuals and organizations working together to make Taiwan's internet and digital environment more open, transparent, and participation.
